  1. The committee's decision on all matters is final.
  2. Normal rules of Association Rugby apply apart from dedicated Astro League rules outlined here.
  3. Each team is allowed a minimum of 4 players and a maximum of 6 players on the field of play.
    • (Maximum) of 3 Women and a (Maximum) of 3 men must be present on the pitch at all times.
    • If a team is prepared to play with less than 6 players while adhering to the above rule, there is no punishment.
If a team is short men they can play 4 Women once they clearly nominate to the opposition which one of the extra Women is only worth one point when scoring a try. i.e. You can only have 3 girls on the pitch at one time whose scores count for 3 pts a try..
  4. Substitutions can be performed in a roll on - roll off manner where by players can come on and off as many times as they like. Substitutions may not be used to hold up the game.
  5. If any team is found to be abusing the substitution system intentionally (i.e. having more than 6 players on the pitch), in the referees opinion, then the offending teams number will be reduced by one player for the remainder of the match.
  6. As each match has a maximum length of 40 minutes, 20 minutes per half. It may not always be possible to play the full 40 minutes, so match length is left to the referee?s discretion.
  7. All games will start at the appointed time, regardless of how many players from each team are on the pitch. If one team delays the start of a match they will have one point automatically awarded against them for every five minutes the start of the game is delayed. This rule will be implemented at the referee's discretion and is not subject to appeal.
  8. A yellow card offence is punishable by five minutes in the "sin bin". This means that the offending player has to leave the field without being substituted so that the player?s team will be reduced by one player for the duration of the penalty. As normal, two yellow card offences constitute a red card.
  9. A player who receives a red card because of two yellow card offences will be automatically suspended for the following match. A player who is red carded for one single offence will be suspended for the following two matches. Longer suspensions can be imposed at the committee?s discretion depending on the referee?s report. The name of any red carded player must be mailed to the committee on the following day. Failure to do so will result in a longer suspension.
  10. For any player questioning the referee's decision or giving dissent, the referee can move the original free forward 5 metres for EACH instance of dissent. Note also the referee can change the free to a penalty if he deems it appropriate.
  11. Teams must have a consistent set of jerseys so that all outfield players must have the same jerseys. Penalties can be imposed for breaches of this directive.
  12. Fixtures cannot be rescheduled under any circumstances save for a referee not attending a game or a pitch being unplayable. If a team fails to fulfill a fixture, that team automatically loses that fixture by a score of 10-0.
  13. If a team fails to fulfill a fixture without prior notification both to their opponents and to the league they will have one league point deducted. If neither team shows up, without prior notice, the penalty applies to both teams and no points will be awarded. If prior notification is given the one point deduction will not apply but the absent team still loses the game by 10-0. The fixture will not be rearranged under any circumstances.
  14. In the event of a tie at the end of a league, positions will be decided on the following criterion:
    1. Overall points difference
    2. Overall points scored
  15. The league takes no responsibility for any injuries incurred while playing in the league. Injuries incurred due to negligence of clubs should be taken up with the clubs where the matches are being staged. This has been confirmed by legal counsel and does not infringe on any rights.
  16. While this is intended to be a highly competitive league it is expected that the friendly nature of the league will be respected by all teams. At the committee?s discretion, if a team is found to be continually causing trouble, a formal warning will be issued, followed by dismissal from the league if the offending team persists. Violent or abusive behaviour constitutes a breach of this fair play directive. Above all this league has been formed for the enjoyment of those involved; the continuation of that enjoyment is the committee?s priority.
  17. Tries are scored by grounding the ball over the opponents line but before the dead ball line. Male Touchdowns are awarded 1 point. Female Touchdowns are awarded 3 points. A male player cannot pass to a female player when he is beyond the try line. Similarly a Male player cannot run back into the field of play to pass to a female player, once he has crossed the try line. A player cannot dive across the try line; the player must be on his/her feet when crossing the try line. This is for safety reasons.
Once a player crosses the try line, they cannot be tagged, however they must still ground the ball in the try area - before the dead ball line.
  18. The attacking team holds possession until they are tagged 5 times. After the 5th tag, changeover of possession occurs. Teams can also lose possession through an interception, offside or free.
  19. Once a player crosses the try line, they cannot be tagged, however they must still ground the ball in the try area - before the dead ball line.
  20. After a player has been tagged, he/she restarts the game by rolling back the ball to a team-mate.
  21. The referee will stand approximately 7 metres away from the attacking team. Defending players must be behind the referee for all roll-backs, except the defending marker who is allowed to position him/herself 1 metre in front of the player who is rolling back the ball. If no defender is marking the roll out, the attacker can tap to themselves and commence the play (provided they have both tags on).
  22. A place kick must be taken by a female player.
  23. A place kick from the ground on the half way line starts the 1st and 2nd half. A place kick also re-starts play after a try.
  24. Penalties result in the attacking team losing possession. A changeover also results in a loss of possession. A few examples of penalties and changeovers are:
    1. An attacking player barging through a defending player.
    2. Offside
    3. Forward Pass
    4. Knock on
    5. Steps into touch
    6. Being tagged 5 times
    7. Foul Play
  25. (Referees will go through penalties in more detail on the first night.)
  26. Kicking the ball forward is allowed provided
    1. it is not above shoulder height
    2. The player regains possession of the ball BEFORE it goes over the tryline
    3. You cannot kick the ball over the tryline, then regain possession and touch down for a try. This is illegal and results in a turnover ball - ie you lose your remaining tags and possession turns over to the opposition
    4. Player can kick ball below shoulder height- if they kick for example on Tag 5 and regain the ball without it touching a defender then it stays at tag 5. If the ball is kicked hits off a defender and they regather it reverts back to tag zero.
    5. If kicked over tryline then defending teams roll ball 5 mtrs out.
    6. Girls kickoff if they kick it over deadball line once it bounces in play then Defending team drops out- Ref marks how far it has to go 10 mtrs out.
    7. If kicked straight out without bouncing before tryline penalty halfway.
    8. No flykicking ball off ground in open play as this is dangerous- a penalty is awarded against the offending team.
  27. Any 50/50 balls go in favour of Defending teams.
  28. NO diving over tryline. We will leave this up to refs discretion if there are not any defenders anywhere near by.
  29. If no defender marking attacker at roll ball they can tap to themselves once they have both tags on.
  30. Players once they step across the tryline they cannot pass to another team mate or it is a turnover. Even if they step over and comeback into the field of player - Turnovers will be 5 mtrs out from line.
  31. Spinning rule: A player is allowed to spin as long as it is away from Contact - if the attacker spins into defender then the initiating player with the ball get penalized.
  32. NO STUDDED FOOTWEAR IS ALLOWED - PLAYERS WILL NOT BE ALLOWED ON THE PITCH IF THEY ARE IN BREACH OF THIS RULE
    • Moulded studs or cleats are prohibited.
    • Astro Turf or ordinary runners are the only footwear allowed.
  33. These are the rules of the league and by joining the league teams are binding themselves to these rules. The committee run the league on this basis, see Rule 1.
